YoinkIt for Windows and macOS, rebuilt on .NET.

Back up a USB stick or SD card to an .img file.
Wipe a stick and format it FAT32, exFAT or NTFS. A wipe asks you to type ERASE.
On Windows, make a Windows 11 installer from a download or from an ISO you already have.
